Soft 15KHz Help please

I just got all my hardware set up a couple days ago and have been playing around with it. I am using an ATI Radeon 9700 Pro with a DVI to component adapter set at 480i, connected to my TV's component in input.

The problem I am having is that I don't know if Soft 15KHz is working correctly for me or if I set it up right. I have a few ROMs on the machine that I'm testing with and most seem to look good. However on some games such as X-Men vs. Street Fighter, I notice screen tears. My knowledge about this stuff is limited, but it is my understanding that when you have screen tears, its often because of the refresh rate you're using.

Can anyone help me out here? Or even let me know how I can tell if Soft 15KHz is running correctly?

Hahaha, you can search and search and search. but will never find what you're looking for until you post something then search some more...

Just came across something that might help me out. It looks like I might be going about this the wrong way. Seems that when using component, the video card will always output at 60KHz, is this true?

Also mention is something about having to adjust something on my TV in the service menu to get it looking right. Something about over scan I think was mentioned.

The overscan wouldn't have anything to due with your screen tearing issue.

You can turn on vsync or triple buffering in whatever emulator you are using .  This can smooth out many screen tears, but can make the game stutter a little bit.  You can also turn on sync to refresh rate, but this can make the game run at the wrong speed or stutter.  There really is no good solution other than to run the emulator and monitor at the exact resolution the game was designed to run at.
