A million dollars does seem high.  Lets see there was 54 dogs and they want to set aside $928,000.  That makes it about $17,000 per dog.  I don't think many of these dogs are going to adoptable, so they're going to euthanized anyway.  Might as well do it now and save some money.

That's how I see it... you're not going to adopt out abused pit bulls.  I'm thinking it's something like $1500 per dog and $847,000 into some gov't budgetary black hole.
