checked tr10 -13 as per flowchart
fresh cap kit
replaced ic2
swapped out the control card

I am not sure about this being a syn issue anymore.  This is the image with or without input, and its not rastar lines...

yes a wierd problem,and you get this even without a signal?
there is a resistor that causes a similar problem at r216 which is 0.33ohm,worth a check with a meter

R216 on the neck pcb ....
18.6 ohm
  it looks to be a 20 ohm....

just fixed it   ... the last cap job that was done on it must have been rushed... When the cap on the neck pcb was installed they did not mount it flush and the result was it being pushed in and tearing the pad.
