What are those rings for that have wires wrapped around them?

The little rings that have wires wrapped through and around them. Are they for strain relief? Are they for removing interference? Are they magnetic? Most important, can I remove the one on the bundle of wires going to my monitor (CRT PC monitor) display control panel?

ferrite rings,to help prevent noise along signal lines i.e for preventing interference,i have removed some in the past without negative affect
its probably something to do those funny laws you have in the states over radio interference

Yes Grant is 100% right, in this case it is reducing the noise created on the video leads of your Chun Yun (Albatron) PCTV, my guess is the board is a GP7738.

I am relocating the display control panel, and the ferrite ring won't fit through the hole I need it to. I can either remove the ring (and leave it off), or drill the hole out larger. I would prefer the former.

you should able to remove the cable from the ring without damaging either,then you can test your monitor to see if this causes any negative affects

Yes that ferrite ring is for reducing radio and television interferance. It's put there to comply withh FCC regulations in order for it to be sold in the USA.
