Monitor purchased (project pre-announcement of sorts)

I ask only because a tv I got my hands on, which had a SCART connector and accepted an RGB signal, and can display both PAL and NTSC, was not able to sync with the 15.7kHz signal out of my ArcadeVGA.

My old Commodore monitor, 1084S, syncs fine with the card.

Some SCART TVs also need 12v present on pin 8 in order to recognise AV mode input.

Also, some SCART TVs require specific voltage of about 1v ~ 3v on pin 16 to recognise RGB input.

What kind of TV is it?  I have made VGA-SCART cables for many different TVs before.  There was only one that didn't work for me - a cheap-o Goldstar TV which had a SCART input, but only accepted composite video through that.

Well, I took the plunge and ordered the monitor (linked in my original post) from Highway today, and it should arrive before the end of the week. With this purchase I will move into CAD planning stage and a project announcement will no doubt be forthcoming quite soon as soon as things get moving. But, wanted to announce it now because I'm excited.
