Properly grounding a monitor?

In my quest to get my k7000 working properly, it was suggested that it might not be grounded correctly.  I did some troubleshooting, and I think something is wrong.

The lead going to the monitor chasis has 3 wires, with the middle being green.  The connection on the chasis only has 2 wires, white and black.  So the green lead going to the harness is not connected to anything.  Light bulb anyone?

I then started with the continuity tester.  I have close to zero between the monitor chasis and the ground prong on the actual power cord.  BUT if I disconnect the cable that is going from the monitor to the PC video card, it becomes open.  So it appears that the monitor is drawing its ground off of the video cable -- that also seems bad to me.

I was also supposed to check a "dag spring", and if that's what I think it is, it is at least connected to the chasis.  There is an orange wire that goes around the near permiter of the tube, that connects directly to the chasis.

i tend to attach the ground to the metal tube frame or chassis mounting plate.
it is important to note that you should have a ground from the neck card that connects to tube grounding strap and should read continuity to the ground
