H-Sync knob broke, should monitor still turn on?

I was adjusting my picture for mame cabinet and this cab had dried  hot glue all over the H-Sync knob preventing it from turning, I shut it down and removed the glue but the sensitive little pin broke that controls the H-Sync knob, if i turn the unit on now I get no picture at all. Should this be?

It is quite possible that the sync adjustment is part of an essential circuit that if missing will not give any voltage thus no picture.
