If a set is marked 115 then usually it only contains the roms that were changed or removed when Mame was updated from 114 to 115.
You'll need rollback sets from 78 to 109 to get ClrMame to rebuild everything fully.
That's actually the opposite of what I've seen where "rollback" sets are offered for download. (Not naming sites per board rules...) The rollback sets are generally cumulative, in that any roms removed from the main set are added to the rollback set so they are saved, and nothing is ever removed from the rollback set. The idea being that you could use the rollback set (and a full set) to roll back your full set version to ANY older set of MAME. It would not be very convenient to offer a rollback set that was only good for going back a single version of MAME from the next. (i.e. 0.109 to 0.108) Also, since roms are generally not removed/updated in MAME, the rollback set for one version would be extremely small, maybe only a few KB. (The majority of rom size from one version to the next are roms which did not previously exist.) What you may be thinking of is the update sets, which generally only contain the individual roms needed to merge with a full set to update it from one version to the next, with the minimal amount of download.
The easy way to tell would be size, any update set (or single version rollback set, if they exist) have generally fallen between 15mb - 200mb over the last few MAME revisions. The current rollback set is 2.3gb.
