yes, some PCB require sens to be connected to boot properly.
You're correct.... the only purpose (in a round about way) is that the pcb knows that the voltage is there.
Kinda like the older Atari vectors that have sense lines on the ARII board.... it
can be bypassed and the board will run fine.
Bypassing meaning -
You don't have to connect the sense lines. If you want to, you can connect them as follows:
+ sense = +5v
- sense = ground
