display problem, arcadevga card?

The display on my cabinet is tilted down slightly from left to right i.e. the picture is around 5mm lower on the right than the left.
I am using arcadevga card with a 26" arcade tube and monitor. I know this problem isnt the monitor or tube because i had this problem with my old tube and monitor before i had to replace them due to an unfortunate incident and i am using the same exact set up for everything else. The only thing that i can think of is that the arcadevga card is not performing as it should be.
Does anyone else have any other ideas? The cabinet is playable but the problem is noticeable and becoming annoying.
