 pulled and check the pot on the neck pcb
 checked r 419 and r 418

The SCREEN pot on the neckboard rarely goes bad. It's the pot on the video interface board ("Black Level Control") that goes bad all the time.

pot was replaced with the cap kit...

And you adjusted the black level control?

Did you resolder all the bad solder joints on the monitor main board and the daughter boards?

Did you swap the video interface board with one from another 4600 series monitor to isolate the problem to that board?
