TV out issues

I've been tooling all over the web and haven't been able to find a solution to this, so maybe someone here has come across a similar problem.

I'm trying to set up TV-out in dos, running a voodoo3 3000.  I know the voodoos aren't the best cards for TV out, not to mention a massive pain to run in dos, but the price was right... ($0.00).  So the obvious solution of "buy an ATI" is out for now at least.

I can get the card to output in dos if I boot into win98 first, and then exit to dos, but not on a boot straight into dos.  Whats the trick?

do you have a monitor hooked up also? are you using s-video or composite

I had/have the same card(using composite) and a tv acts just like a regular monitor when it's the only thing hooked up, i.e. it shows the bios screens, loading windows, using a boot floppy, setup from cd in 98,2000,xp. I seem to recall that it was a bit flaky when i had a monitor and tv at the same time, but that was a while ago so I dont recall

I'm running composite, at least on the TV I've been testing on (which wont be in the cabinet).  The output to the monitor is pretty crumby while TV-out is enabled, but the television is fine.  I haven't tried booting without any monitor attatched, just the TV... I'll give that one a try.
