Monitor Anode cracklingnoise/electricity seen coiming out

Hi , I have one of the cabinets which when it is turned on there is a crackling sound coming from the anode cap and you can see blue electrical light coming from under the anode cap. What is causing this problem.

I get the same thing when games are out in my garage being worked on... most of the on rainy days it will happen. Moisture is getting under the anode cap. Discharge remove the anode, discharge again just to be safe, and then clean under the cap. Clean all the dust and spider webs off then use a clean dry shop towel to go over it once more.  You might also check the cap to make sure it has not been damaged.
