W-G K7400 with ArcadeVGA

I searched the forum, and found this old question that was never answered.  Could someone answer it, please?

"I plan on using the K7400 along with the ARCADE VGA card and was wondering what breakout cable is suitable. I think this one would be my best bet. http://www.ultimarc.com/JShopServer/product.php?xProd=4&xSec=2
Also it says no isolation transformer required but does the monitor plug into a regular wall outlet or does it still go through a power supply? Thanks for your input I am by no means rich and I want to make sure what I'm buying will work."

Next Question: If I want to use my old ATI All-In-Wonder card instead of an Ultimarc ArcadeVGA, I can still use the breakout cable, right?  What else would I have to do?
