Monitor problem with wells gardner 4600 for mr do's castle

Hi, I have a Mr Do's castle with a wells gardner 4600 monitor. When I turn it on the picture is upside down which is no big deal beacause I know how to fix that but no matter how much I try to adjust the monitor the picture has a wave in it. I have included some pictures to show what I mean. I have re-capped the chassis. Any ideas what could be causing this problem? Could the picture tube itself be the problem?

Did you recap the main board on the monitor?
