Input on cocktail underlay please

I'm working on a cocktail cab and would like to have the attached pic turned into an underlay (or something quite similar). I'd like to have the underlay look like the pacman screenshot. It's a black cab w/ chrome t-molding and I think the dark blue lines and dots will be simple but really cool. Problem is-it's just a pic. Does anyone know if Scott from mamemarquees would work with this or does it have to be vectorized already? I tried emailing him a couple weeks ago about something else but never heard from him. If Scott can't do it, does anyone know how to get this turned into an underlay? I'd really appreciate any input from you guys. Thanks...

Ok. Would be willing to pay someone a reasonable price to turn this into a vector file. I have found someone who can print it into an underlay, so that part is ok. The pay can be determined depending on the time it takes someone to create. Any takers? Please??? I'd really like my cab to see completion.
