can a arcade VGA card 25inch cga monitor video amp work will the card do the low resolution after install the drivers

not sure what you mean but:

arcadeVGA output's 15khz + 15khz standard standard arcade monitor = nice native display at 15khz if you have a med. res 25khz a trident blade pc card maybe the better for the 25khz med. res. type. the arcadeVGA kinda support's the 25khz but not as good as the 15khz that they were origanaly made for.

what i mean will those three thing work  the card the amp and a standard cga monitor because i dont need the tri monitor

Depending on your monitor type you may not need the amp.  My 25" WG works fine directly from the AVGA.

yeah the wells and hentrix or whatever there called do not need the video amp all you would need is the monitor the arcadevga and a vga break-out to keep it clean,
