It's a Namco 20 Year Reunion boardset with Ms. Pac AND Galaga in a converted Mappy cabinet.
The blue button is probably a credit button or something someone added.

It's actually kind of impressive that someone put a 20 year Reunion in a Midway cab. You'd think that if they had that they could've found a pac-cab though.
