Horizontal vs Vertical Ctrlr cfg files?

Is there a way to specify a different ctrlr cfg file for a vertical game as compared to a horizontal game.  I thought someone made a patch a long time ago to allow this, but if I am not mistaken, it never made it's way into regular mame though.
  Any input would be greatly appreciated.
