I have an ATI Xpert with TV-out that I have used with mame at 15khz, and also with standard VGA modes. I believe it is a Rage model with Mach64 chipset, but I would have to check the exact model to be sure. For 15khz modes I just ran "mame -monitor arcade". I'm told this feature might not be included in newer mame versions (I am current using 0.36 for speed on a slower machine).
