Pole Position Video RAM?

Ok, i have a pole position and It looks like the video ram is bad. There are horizontal lines through the graphics, and the road is white when it first powers up; it does start to turn black eventually. The lines are always there though.

Anyway, Where would I go about finding a replacement?

Lastly, the monitor has an odd horizontal line about 4 inches thick that runs vertical from top to bottom. It is a funky brownish yellow color. Someone once said maybe a power supply issue? Not sure.
