The flyback probably has hairline cracks or maybe pinholes in it. The flyback fail alot on this series.

I've only worked on a 2701 model which is an EGA resolution.
Is your sync wires connected properly and of the right polarity. The 2701 I worked on only accepts composite negative sync.

Here's some basic monitor information on this series:
2700 Standard (cga, 15.75 khz) resolution
2701 Medium (ega, 25 khz) resolution
2702 VGA resolution

i am sure the neotec xxx2 range are denoted by the prefixes and suffixes e.g nt2502e is a 25 inch ega and nt2502c is a 25 inch cga-i could be wrong its just thats what my neotec nt2502e manual said

Nope this series is exactly what I quoted and it's in the manual that way too. The 2702 is VGA
