Weird Hantarex Polo problem

I have a Hantarex Polo 25" monitor that is behaving a little odd. It hisses quite loudly and you can see arcing coming from under the anode cap. Now I have cleaned off the tube in the areaaround the anode and I know that the anode is properly attached to the tube, but the problem still seems to be there.  I have gotten it to the point where you can't see arcing any more, but it is hissing like crazy, so I know it is still doing it.

its sounds like the protective layer is eroded around the anode cap and it is arcing to the dag-if this tube had been lying in a damp place for a while then that would cause it as well,sometimes the anode cap itself can degrade but whatever it is it ain't a major problem to sort
you can purchase a insulating gel for anode caps,trouble is i don't know where or just swap the anode cap from another flyback

Is the bare braided "dag strap" still firmly connected that runs across the back of the tube and aquadag areas? (not actually sure what issues that would cause, but worth checking)   ???
Not a technician . . . . just a DIY'er.
