Howard, I would agree with you, except the price tag on this one is twice as much as the previous plug'n'play devices. I would say it will only be "slightly crappy". 
Not really... the sf2 plug n play was 30 bucks and while it didn't completely suck, it was based off the sucky sega genesis version, which had inferior graphics and sound to the snes version. And of course the arcade version wouldn't have even fit. The mortal kombat plug-n-play games were also 30 bucks. Mind you it is probably the best port they've made to date, but it was still a port of a stripped-down console version and not the arcade port.
Now the golden tee one is only 10 bucks more and I would say that has a lot more to do with the trackball than the quality of the game.
I guess what I'm saying is even if you fork over a little more cash, I find it hard to believe that people that couldn't even get a game from 1991 emulated at arcade perfection are going to be able to do it with a game that came out 8 years later.
Heck I get a lot of flack from it, but I even hate the classics plug n play games. The sound is bad and I'm sorry but I don't want the hi-scores moved to the side on the vertical games.
I do think the trackball will be worth looking into though. If (and this is a big if) the innards are arcade quality it would be a realatively cheap source of parts. Even if they aren't it would make a nice stand alone controller (maybe hack it to a usb mouse) for those casual golden tee fans.
