mame game sets versions?

I'm looking to trim down the game lists some. What is the difference between for instance (US set 1) and (US set 2)? I get the US part. The sets bit I don't get. After some searching I think these are different licence agreements etc. Is this right? Are the roms identical? Is (set 3) more recent than (set 1)? Which one should I keep?

That answer will be different for every romset. There is no easy answer.
