Wells Gardner 27K7401 monitor very jumpy

I'm pretty new to this and I'm not sure what I'm doing wrong, but here is the problem that I'm having with my monitor.

I have a Wells Gardner Model# 27K7401 with a 9 pin VGA output on the back and I have it hooked up to an ArcadeVGA card with a regular VGA cable and a 9-PIN / 15-PIN adapter.  I can see the the picture come up, but it's very jumpy, so I've tried adjusting the vertical and horizontal hold.  But, that seems to not work at all.  I can't get the picture to stay still.  I know the ArcadeVGA card works because I've hooked it up to a regular TV monitor with the RCA video card and it works just fine. 

I've already removed my previous video drivers and installed the ArcadeVGA drivers.  I'm not sure what else that I can do here, but do I need to replace the Cap Kits on this monitor to see if that will fix the issue?

Any help would be appreciated.

Are the sync wires connected to the correct type of sync input on the monitor? Does the monitor work correctly when it's connected to a genuine arcade gameboard?

I don't have a genuine arcade gameboard, so I can't really test it.  What does the sync wires look like?  Not exactly sure what color the wires are.  Can you tell me what to look for?  I'm pretty new to this.

Ken is refering to the cable or connector that actually connects all this to the monitor itself.
(your 9 pin VGA output input on the monitor itself)

Make sure the pinout coming from the standard ArcadeVGA cable + adapter matches the pinout on the monitor.

I'm not sure off hand what the 15/9 pin adapter changes either.

I'm not sure if the pinout is matching the adapter, so I'm going to go ahead and just cut the wires from the 9-pin vga output on the monitor and re-wire them to a hacked vga cable.

I have one question about wiring the horiz and vertical sync wires.  On the monitor there is a picture showing which wire is which, but there's only one sync wire.  It's called Comp. Neg Sync, so how would i connect this to a horiz and vert wire.  See picture below:

Put the two wires together on the same pin....   Comp. Neg. Sync Pin

I just wanted to thank you guys for helping me out.  I cut the wires from the DB9 connector and soldered a hacked vga cable to it.  Now everything works fine.
