Marquees are generally printed on transparent material and mounted on something sturdy, like glass or plexiglas. While you can certainly get a marquee printed anywhere that can handle transparnet materials, what you often end up with is something that you can see through - even the blacks become transparent. As with everything in life, you pretty much get what you pay for with getting a marquee printed. It's best to seek out a printer that understands what you're looking for in a marquee and can deliver that level of quality.
