Update- Video Issue- SEE PIC

This pic is from my outrun cab, Just bought this game in non working condition last month with video issue. Any ideas.

The facts:

- New happ monitor installed- verified wiring is correct
- New switching power supply installed
- Removed 25vdc capacitor
- Removed ac filter
- Removed transformer
- Tested 5v to pcb
- Tests 12v to power amp board
- Tests 120v to fan
- Removed old fuse block
- Tried adjusting monitor/video controls

 Seems exactly the same with all these parts change, I will be receiving a power amp board (sound board) to swap but believe that the main pcb is no good. I have tried adjustin the monitor controls and eliminated the test/service switches. Also disconnected the sound board and the filter board with thesame issue with video.

How its wired: Until games works I have eliminated the on/off switch, Incoming 120v power connects to power supply(ps), monitor plugs into ps, from ps 1- 120v connect to fan, on the 9pin connectors which there are 2 connectors total-

9 pin connector described:
2 - 5vwires to pcb, 3-ground wires(2  from pcb - 1 from sound board) and 1-  -5v not used, 1-   12v to sound board, and another connector not used. Video plugged into pcb to monitor. Gas pedal/control panel/shaker motor/coin door/coin counter  are currently disconnected until game works.

PLease let me know as I am trying my best to locate a board and will not stop until I get one, thanks

is that an auto range frequency monitor or do you need to set it on a plug or digital menu

Is there any game play at all ?
Does it play "blind" ? (without monitor)

Looks like a video signal issue for sure.
But kinda need an idea if gameplay is functioning at all.
Not a technician . . . . just a DIY'er.

Why on earth did you take those out? The motor and shaker are very high current units and the old power supply was made to run those. The switcher you put in is not strong enough. No one should ever remove the AC line filter.

Remember this cabinet was originally supplied with a Nanao monitor (operating at 100 volts AC too) and the video harness was wired to Nanao's video input pinout!

Its a Happ Vision Pro monitor.. There is no gameplay at all with/without monitor connected..

I removed the ac filter as the new supply can handle this.. thanss for the info Ken , what do I need to do to get the video to display correctly, I still have the old transformer , cap and line filter.  I had the same exact video issue with the old monitor, thanks

No gameplay at all = non-working PCB.
Has nothing to do with the monitor until you have a working game board.
You should be able to coin it up and play even without a monitor.
Sound and everything should be working before worrying about the monitor.

Need to start with the PCB.
(I know....frustrating as all get out huh?)

Yeah, sorry to say but those bars look like a game board fault. Nothing to do with the monitor, although, taking into consideration what Ken said, maybe it is (but you would likely hear sound).

Garbage on the screen like that can be a sign of many things:

 - Too low voltage (or I suppose too high would be bad too)
 - broken or dirty connectors
 - broken traces on the board
 - broken "legs" on chips, capacitors, resistors, etc
 - burnt out /  damaged chips, capacitors, resistors, etc

BUT pay most attention to Ken Layton's input. He's the real expert (I just play one on tv).

Thanks for the great tips, I am now 100% dedicated to getting a new board. 

Fyi: I replaced the steering assembly with the much better/newer/smaller happ  model and had the outrun wheel custom machined to fit, works very nice, much better than the old sega piece of crap with a ton of gears...

I will post pics once I get it running, hopefully soon.

Ken I will leave the shaker motor and all other accessories disconnected until I am ready to wire it up, thanks for the tips

update tinight: Took pcb apart, found the pins that connect the 2 boards together crushed, straightened them out correctly, coneected the board, same thing, seems like this blew up the board....

Since the pins were all bent, check the solder joints to see if any of them broke.
