Not hearing both sides of the story, I can't side one way or the other.  I will say that I do value my quiet and peace, and if these things are happening to him, that's too bad.

Really, just him having that website (the neighbors guy) hints at some mental issues, and if you read through a lot of it...well, he's just nuts.
