Macross Plus sound volume possibly a software bug?

I've played damn near most of the roms out there, and I have only come across one so far with a volume low enough that I couldn't make it better with the windows or in game volume controls.

Macross Plus has no in game volume control by using the MAME volume keys or using the F2 test screen. Now considering that this game was run on a system/cab that was probably also used for other games, wouldn't it be safe to assume that the volume on this game should be louder just like the other games?

I checked the MAME sites and I didn't see any reported audio bugs for the roms. I don't want to go bugging the MAME developers if it is unnecessary, so does anyone know if this is something to report or not?
