what would be the most cost effective method of connecting a video card that has a svid port to a vga monitor.
Back in MY day we lived on the moon and we had to build a rocket ship from scratch to get to the Earth before we suffocated.

I don't think there is a "cost effective" solution.

You'd have to use a scan converter that would upconvert s-video to VGA. I can't see this looking particulary good on a VGA monitor at all.... although you can buy these boxes, normally designed for letting you run game consoles on a VGA screen.

is an example of one in the UK (around $100 US at least)

What kind of video card has s-video out but no VGA?
