There should be a paper label next to the fuse holders stating the fuse size and the transformer voltage it controls. What does the label say? Is the fuse that's in it the correct one as stated on that label?

yeah....I don't know what it is supposed to be off of the top of my head...but I replaced all of the fuses after it blew the first time with the correct ones according to the paper that is next to it.

got a meter?trace the wire and get a circuit diagram, once you have identified the voltage you can narrow it down to componant failure or incorrectly placed plug/wire/short etc until you do that its bit difficult to help more

You can view or download all the manuals and schematics here: http://www.klov.com/game_detail.php?letter=P&game_id=10816

Unplug the game circuit board these fuse lines lead to, if the fuse still blows then you may have a transformer problem. If it only does it only with the board plugged in, then it's a circuit board isssue.
(quick guess there)

Look at page 15 in the manual listed as "SCHEMATIC" on that web site above.

These cabinets also had power supply issues with the "big blue cap". (filter)
And if it IS a transformer look into this http://www.twobits.com/DCpac.gif
You may want to ask TwoBit for assistance  http://www.twobits.com/
Not a technician . . . . just a DIY'er.

don,t bother with a rewire, its going to be somethind daft just follow thw wire see where it goes(sometimes you get something as daft as a shorted lamp holder that would cause a fault like this)

And don't forget that the entire Pacman-Ms. Pacman series was plagued with bad fuseholders! They would tarnish or corrode. Sometimes the metal clips on it would crack.
