Need Help getting my Defender working

I have a later CPU board with a green label rom board. The rom board was won off ebay. Untested but is in great physical condition. It is however missing one of the prongs where the harness for the sound board plugs in.

The video board has no batteries in the battery unit.

When I fire up the game I get the carpet on the screen, the pattern is consistenly moving from left to right and I very breifly see a screen saying something like "intl test te" I cant make out the whole thing cause it literally lasts for about 1 second then reverts to the carpet.

I have not removed the jumper yet on the interface board. Does this have to be done to make the game boot or will it still boot if everything is working but the control panel will not work correctly?

I have all 3 lights lit up on my power supply and it seems to be working correctly. I have not tested it yet as I do not have a tester. I went to radio shack but not sure which one to get. Any suggestions?

I am somewhat a beginner on williams games.

your gonna have a bit of a difficult job on your hands with this,as this board is untested there is no way of knowing wether it works or not-best advise i could give is find someone with a working defender to check the board and take it from there-it could be a rom fault,low psu voltages/one missing,so many different things that you need to start with the knowledge that your board is good otherwise you will end up going in circles

Any one. Even a $10 one will do. So long as it is digital.

where do you get a digital 10 dollar volt meter?  everywhere i looked either has ones for cars (only 3 lights for certain volts) or is non digital.

Jeeze, they're available just about anywhere.  Try Big Lots.  Try http://www.mcminone.com.  Try Harbor Freight.

I got a cherry defender that was reporting ROM failure.  I replaced a single cap on the power supply board, and it works perfectly now.  This after noticing low voltage on the output of the power supply.

The guy I bought the cabinet from on E-bay soon after he sold me the defender sold an extra ROM board (IE: he couldn't figure it out, which I'm guessing is why he sold it).

Power supply is definitely a good place to start (bottom line).

flukes are bloody great! you can just about run em over with a truck! but they are also bloody expensive...

got my fluke in 1987 after passing my first year apprentice exam,it lasted all the way to last month when it finally died  not bad nearly 20 years

I got a Fluke 77 for my 17th birthday,and I'm still using it 18 years later. Good stuff.
