HWStretch + Bezels

Am I right in saying that the HWStretch switch only applies a multiplier to the native resolution of the game ?

ie. a game that was originally 200x228 can be enlarged to 400x456 (doubling the resolution) on a PC running 640x480.. but a game that was 250x300 won't be enlarged (as 300 x 2 is greather than 480).

Using the last example above, Is it possible to show the Mame bezels OUTSIDE that 250x300 range, to fill the "void", rather than showing the bezels inside that range ?
