How do I start a game with the "stem" emulator for RCA Studio II

Has anyone gotten the "stem" emulator to work via the command prompt.  The documentation indicates the stem emulator should be able to be started via a command line input (ie: stem <name of file>.st2), however I only get a blank screen with a RED border around it.
