Short version: I've got an Toshiba PB-6643 (identified via Jomac) 29" monitor
(pics) in a Beatmania machine that isn't working. Seems to be a power issue (no static when touching the screen) but I don't know where to go from there since everything looks fine (checked connections, flyback, etc.). Help?
Long version: I recently purchased an arcade machine that was playing blind. It's a dedicated Beatmania (Hiphopmania) machine and everything except the monitor is working fine. I've done as much research as I can on it (I've done very, very little with arcade machines in the past, but have read up on it as much as possible over the last few days), and I'm not sure where to go from here.
Though I've read elsewhere in the forum that Toshiba doesn't make monitors, it appears to be a Toshiba PB-6643, as identified via
Jomac (it's the very first monitor shown). The neckboard, like the pic on Jomac, says PB6644 instead of PB6644.

Now, for the problem: from what I've understood, it's likely an issue where the monitor isn't getting high voltage. When the machine is plugged in and powered on, the front of the screen has no static electricity to the touch, nor can I sense any static anywhere on the rear of the tube. There is a very, very faint glow (though no arcing or anything) coming from the very rear of the tube, where it connects to the neckboard - it's so faint that I didn't notice it the first two times I looked for it. The tube looks solid visibly, with no cracks or anything. All of the connections seem good: anode to flyback looks good, chassis to board was checked/unplugged/replugged, and chassis to power supply looks good. I looked at the flyback for cracks (hairline or otherwise) and it looks fine. Nothing is visibly blown. The one fuse that I saw seemed fine, but I've not done a ton of poking around for (or replacing) of fuses past that. There is a good spot of rust on one section of one of the rings of the yoke, though I wasn't sure if that was affecting anything.
Visibly from the front, the monitor does light up... barely. With room lights on it looks like it is simply turned off, but in darkness you can tell that it's barely on and showing a faint solid white (which is faint enough it looks more like a deep grey). There isn't any visible movement on the screen or anything. Playing with the contrast will get a nice bright solid white picture, but again when turned all the way up, but still no movement is visible. Adjusting the H-Pos seems to do nothing except run a line through the field (it doesn't change the position at all), though H-Size, V-Size, and V-Pos work fine.
The previous owner said it was very much an "on one day, not working the next" kind of thing. And of course, I have no documentation to the machine at all, so I can't turn to it for help. I've not done anything to the guts of the machine, so it's still all factory.
Everything else in the machine gets power fine - no only does the game play fine, but the speakers (10 of 'em), neon (6 pieces), and marquee backlights all power on and perform perfectly.
So, all that said (hey, I like to provide as much info as I can)... can anyone help? I've done all the research that I'm able to and really am hitting a wall here. If someone can lead me in the right direction to getting the monitor working again, I'd really appreciate it.
