Monitor power question

I have searched and read and seen the basic ac wiring diagram, but I want to make sure I'm right before I carve this up and plug it in.  This was/is a generic Dynamo HS-9 cabinet that had a Neo Geo game in it with a WG 25K7193 monitor. 

The isolation transformer and the power supply both are coming off the same external outlet, so can I just cut the wires going to the power supply and leave the isolation transformer attached (I'd like to leave the box in there, because it fills a huge hole on the back of the cabinet)?

Alternatively, I thought about cutting the plug off of a surge protector and connecting it to that external plug and then using then plug I cut off the surge protector to attach to the isolation trasnformer wire and then plug it into the strip along with the computer, lights, etc.  That way I would still only have the one plug coming out of the back.  Is this dangerous/feasible?

Lastly, what is that thing underneath and to the right of the isolation transformer and can I leave it alone without consequence?

that box under the transformer looks like a ballast of some kind,but you need to follow the wires to see what it powers
