Here is the link to a PS2 exploit which apparently can open your PS2 to doing what you want with
the appropriate program.

I do not have a PS2 so cannot say if it works as they say.

I use HDAdvance to play imports.  It is compatible with all the imports I've purchased.  However, installing an import game to the hard drive can be a pain.  I have to take the hard drive out of my ps2, attach it to a computer, and then use the computer to load the import game onto the hard drive.

Plenty of great info in the FAQ section over on mod-chip.com:
http://www.mod-chip.com/index-cart-us.php?go=en/faq.htm

The most popular ways to play import titles is to get your unit "modded" or "chipped", and secondly to use the swap-disc methods.  The first is easier, but voids your warranty.  The second is more time consuming, but keeps your warranty and means that you can resell your unit later without worrying about the physical modifications.

I use HDLoader (freeware edition) on my PS2 with excellent results.
I start the program by running a so called exploit using a Playstation1 game disc; my machine is unmodded, and I get to play all my games (including imports) from a harddisk. This means faster loading times, and no more disc-swapping.
