QBERT monitor help Please

Hello monitor experts, i have had a question on this posted in the misc forum, however i believe the problem is with the monitor so here goes.  I bought a non-working q-bert.  The machine really looks all original (the dust inside really tells the story).  When the game is running, the monitor picture displays 9 rectangles, which are mini versions of the game screen, but the display has inverted colors.  Here is a photo:


The monitor appears to be original, as it has bad qbert screen burn-in, and all the wiring coming from all the boards is original (no cut harnesses or electrical tape).  So has anyone seen this display problem before, any idea where i can find the problem.  All advice is appreciated.

Looks like you have a bad gameboard. Ship the gameboard to www.eldoradogames.com for repair/exchange.

That is what i thought at first, but i bought another board that i was told was tested and working, and it also did not give a picture.  The picture from that board looked like this:


I really think the problem lies elsewhere, perhaps the filter board?
