Pac-man PCB repair

Can anyone recommend a place (hopefull in Northern California) that could diagnose what's wrong with my pac-man pcb? I bought the cab about a year ago and it's been sitting in my garage waiting to be restored. When I picked it up, it would power on but all it would show was a couple of blocks of color on a black background w/ no sound. After opening the back door, I noticed that a chip that had only 1 side plugged in. I tried re-seating it myself but I bent some pins and decided I would be better off if I got it looked at by a pro. After a couple of weeks of searching for a repair place, I ended up purchasing a really cheap SF2:CE cab and was content with just playing that (really bad mistake on my part, otherwise I think I would've had the pac man up and running in another month or two).
 
Anyways, anybody got some suggestions? If I can't repair it I plan on mame-ing the darn thing by spray paiting it black with chrome t-molding and adding a 4-player cp  :laugh:

lol ok I was kidding (the most I'd do to change it would be to install a multi-pac), If I didn't think I could restore this cab I'd either sell it or try and trade it to someone who would  :angel:

This guy's not in Northern CA, but he's got a good rep on the KLOV message boards, and he does Pac repairs.
