Need a little help w/ my candy cab monitor

Hey, I just got a Super Neo Candy 29, has a 27" i think its a Nanao dual sync.  I cant really get to it till the keys come in the mail :(.  It was shipped from cali, and i fired it up as a quick test.  First of all the monitor whistles very loudly, and changes pitch depending on how much is on the screen.  Second of all the left half of the screen is green, I guess after a long trip it needs a degaussing, I believe this monitor has one built in, but I want to make sure that whistling isnt something serious before I deguass it.
When I degauss it, will I have to do it more than once, ie how long should I wait before I degauss again?

Another thing is that this is a japanese cab, do I need a step down converter?  A lot of ppl have told me I dont.  Thanks
