Help with Cabinet Setup - Not Newbie but Close

OK, here's the deal. A few years ago I got an old Jamma cabinet with a working horizontal arcade monitor, bought a Jamma adapter, formatted an old PC, spent a couple months figuring everything out, got it going playing all my favorite MAME games and Arcade OS as the front end - All was good in the world and I was happy.

Jump to last month...

The old computer quit working (motherboard and hard drive issues all at once - I think the power supply trashed them).  I got a newer Dell (P4 1.8) with a new hard drive ready to format and run, but I'm having issues.  I've forgotten most of what I did to get my old PC working with my Jamma cabinet, but I remember it took me awhile and it's tough to remember all the old DOS commands.  I even tried using my old hard drive in the new PC, but there are too many hardware issues and my old hard drive isn't right.  Here's my question (finally I know...)

Does anyone have any quick fixes or suggestions to get me up and running with my new PC?  It has an Arcade VGA card (from Ultimarc) installed and I'm using my JPAC to interface with my cabinet.

I tried using Omnicade, but had issues (maybe because I was using XP on my computer).  I've looked at the frontend reviews posted here, but again I've been out of the loop for awhile so any recommendations would be greatly appreciated.  I have access to all Windows Operating systems (XP, 98 SP2, ME, etc) so I can load whatever is necessary.
