Playstation 3 HDD to have Linux installed on it?

I have read in many places that the PS3 will have a HDD attachment that will have Linux installed on it to "make it a full fledged computer".  I don't have alot of experience with Linux, but when the statement is make that the PS3 will be an actual full-fledged computer, what does this mean?  With Linux installed, can the PS3 be loaded with a program that will recognize Windows programs and be able to run emulators currently run on PC (without modding)? Will the PS3 with the HDD be able to run emulators that are currently be run on my PC?  And is it possible the PS3 can run with Linux some Linux related programs that emulator Windows and would possibly run Windows programs?

The current PS2 has a linux+hardrive kit too, so I wouldn't think its much different than that.  Yes you can run xmame compiled for linux with it, although I'm not to sure of the framerates.

I remember reading that Sony originally put in the small programming disk Yabasic on the PS2 so that they could avoid paying a 2.5% import tax on the console that is not payable on a PC. They tried to have the PS2 classed as a computer and not a games console but I'm not sure if they were successful.
Maybe this is same reason they will include linux.
