Discharge a U2000 in a Sega Titan V case

I have a Sega Titan V case which has installed in it a WG U2000.  Up until 4 days ago, the unit was working fine, but then it was moved and it no longer works.  When powered on, I can hear the tube turn on, but then just hear a ticking from the flyback transformer (the black component which has the Focus and Screen controls on the and the anode is plugged into and it)

I called WG and they said that because the unit was moved, it was most likely the HOT (Q704) or IC 101 because the solder around those components is brittle after all of these years and moving the unit may have broken the connection there.

Because the back of the Titan V cabinet does not open, I have to remove the monitor before discharging it.  From reading various posts here, this appears to be fine to do as long as I do not touch anything but the monitor frame. (and as long as I don't drop it)

Regarding discharging, why discharge to the metal frame and not to a wire connected to the ground terminal of an electric outlet?  The monitor frame itself doesn't have to be connected to anything that is grounded?  Just the frame sitting on a wooden workbench is enough area to dissipate the charge?

Discharging the anode to the metal frame is all that's necessary, just do it 2 or 3 times, waiting a few seconds between each time.

From what I can see on the deflection and neck boards (still in the cabinet), I only see one fuse near the power connector and it is not blown.  Do you know if I am missing any?
