When do you need an Arcade VGA card?

I bought a Happs Vision Pro II arcade monitor and I am planning on just plugging it in and playing but during my initial testing I noticed that certain games are not able to be displayed such as Mortal Kombat II and Popeye.  These games both run perfectly on my laptop but they are the wrong frequency (I think) for the arcade monitor so I just get a blank screen.

Would an Arcade VGA card help me play these types of games?  If not, any ideas or am I stuck?

Trying forcing them to use a specific resolution (through an .INI file)
NO MORE!!
