To answer your question usually not enough to re-download them, but in each version it is possible that they change enough to give you problems.
What you need to do is get yourself a rom managment program, either clrmamepro or romcenter. For noobs I always reccomend romcenter as it's easy to deal with.
Now download the latest dat file to go with it and it will scan your roms for corruption. 90% of the time it will be able to automatically "fix" many roms that you downloaded as rom changes are often merely some file renaming or a few bytes trimmed off of the data here and there.
Remember rom managers are a godsend. Scan your roms every time you upgrade mame.
