Help me get my Tv working PLEASE

Im using a TV as my monitor for a mame cabinet.  And im trying to hook it up via a S-video cable, but when I get the thing setup all that I see is white bars zooming down the screen.  HELP ME PLEASE!  :'( :'( :'(

sounds like scan lines--your screen controls or brightness are cranked up way too high--why you haven't got a picture is anyone's guess cause even though it's halloween, my crystal ball can't see your setup  :D
its better to not post and be thought a fool, then to whip out your keyboard and remove all doubt...

sounds more like an ntsc signal going to a pal screen (or the other way round)
check your video cards driver settings match the type of tv.
