I know that arcade monitors use 15khz but cant remember is this the standard TV frequency for PAL or NTSC. If its pal then I may have a source of very nice 5" - 15" tft test monitors

The 15khz horizontal frequency is the same for PAL and NTSC (It may vary a tiny but but nothing significat).
It's the vertical frequency/refresh rate which changes. 50hz for PAL, 60hz for NTSC.

And yes it's a stupid question. Shame on you.  ;)
