When a rom will not load is it becuase its a bad dump/faulty

Depends on why it didn't load.  What did mame say?  All the reasons as to why a game would not start are in the mame FAQ

I get 'loading delay expired invalid rom' when using atomicFE

Is the error from mame or atomicFE.  In otherwords, what happens when oyu run mame on its own?

ok sorted it missing files is the reason, which program can check your roms to tell you if there ok

You are probably missing a parent rom then.

check out rom managers like www.romcenter.com or www.clrmame.com
Also check if the game in question needs a parent rom at
http://www.mameworld.net/maws
