How to extract "GIFs" from roms?!

I think the topic says it all. Does anyone ever tried it? Is there some application or tutorial about how to do it?!

I already saw some animated game characters used as avatars and i was wondering how people do it!

i dont think they actually extract gifs, they just take screen shots or a video of the animation and then cut them out, put them in a gif program like adobe illustrator and make a gif
